Frame and shelves
Steel tube frames are the norm. Makers list per-shelf loads of about 22-24 lb (Pure Garden 24 lb, Worth 23.4 lb). That's one seed tray with wet soil, or a couple of mid-size pots, not a row of terracotta. Put heavy pots on the bottom shelf.
Height and number of tiers
Count your trays. A standard 10 x 20 in seed tray fits one per shelf. Remember that tall seedlings outgrow the 14 in spacing between shelves within weeks. Many owners remove a shelf to make room.
